DG Franz Manderson on governance, immigration and his final months in office
Deputy Governor Franz Manderson joins Forefront for a wide-ranging discussion on the future of Cayman’s civil service, beginning with a spotlight on recruitment efforts aimed at attracting top professional talent.
In the first segment, Manderson is joined by two newly recruited civil servants: Kari Rankin, HR Manager at the Ministry of Education, and Nicosia Lawson, Crown Counsel in the Office of the Director of Public Prosecutions. They discuss why experienced professionals are choosing public service and how capacity is being strengthened across government.
The conversation then turns to pressing national issues, including the British Overseas Territories Citizenship (BOTC) portal outage, effect of immigration changes on the civil service, recent regional activity and the potential for increased Cuban migration, governance and oversight responsibilities, expungement of criminal records, and Mr. Manderson’s priorities as he prepares to step down in July after more than four decades of public service.

An immigration specialist lawyer said the delay in accepting new British Overseas Territories Citizenship applications while a government web portal is temporarily offline is having a detrimental knock-on effect on other immigration-related applications.
Nick Joseph of Reside Cayman immigration advisory company said the delay has “impacts well beyond the citizenship process”.
